Venezuela

Venezuela has dedicated counterterrorism provisions in a 2012 law that also addresses terrorist financing. There is no carve-out for the exercise of fundamental human rights.

Vietnam

Vietnam has a dedicated counterterrorism law adopted in 2013. There is no carve-out for the exercise of fundamental human rights. The maximum sentence for terrorism offences is the death penalty.

Western Sahara

The Sahrawi Arab Democratic Republic is not recognized as a State by the United Nations Secretary General but it is recognized by the African Union as a State whose territory covers Western Sahara. The territory of Western Sahara is claimed by Morocco as its sovereign territory.

Yemen

Yemen does not specifically criminalize terrorism in its domestic law. The maximum sentence for many domestic criminal offences is the death penalty. A 2010 law criminalizes terrorism financing.

Zambia

Zambia has dedicated counterterrorism legislation adopted in 2018 that replaced and repealed an earlier law of 2007. There is no carve-out for the exercise of fundamental human rights.

Zimbabwe

Zimbabwe has dedicated counterterrorism legislation in place that is used to target political opponents and human rights defenders. There is no carve-out for the exercise of fundamental human rights. The Criminal Code prescribes the death penalty as the maximum punishment for terrorist offences, which are broadly defined.
