St Vincent & Grenadines

St Vincent and the Grenadines has a dedicated counterterrorism law from 2002, as amended in 2006. There is no carve-out for the exercise of fundamental human rights.

Sudan

Sudan has a dedicated counterterrorism law, adopted in 2001, which was being revised at the time of writing. The death penalty remains imposable for certain terrorism offences. The Constitution makes combating terrorism a task for the foreign affairs policy of Sudan.

Suriname

Suriname does not have detailed counterterrorism provisions in its criminal law although a draft law was presented to Parliament back in 2009. The death penalty was abolished in 2015. A law on terrorist financing was adopted in 2022.

Sweden

Sweden has dedicated counterterrorism provisions in its domestic criminal law with a new Act adopted in 2022. A constitutional amendment entered into force on 1 January 2023 to allow limitations on freedom of association for groups engaged in terrorism.

Thailand has a dedicated terrorism financing law as well as specific counterterrorism provisions in its Criminal Code. The death penalty can be imposed for terrorist offences. There is a limited carve-out from the definition of a terrorist act for the right of protest.
