Lesotho

Lesotho has detailed counterterrorism provisions in its 2010 Criminal Code and in dedicated legislation from 2018. The 2018 Act, which has a limited carve-out for the exercise of certain fundamental human rights and for compliance with international humanitarian law in armed conflict, prescribes the death penalty for certain terrorist acts.

Liberia

Liberia has dedicated counterterrorism legislation in its Criminal Code, the result of a 2017 amendment law. There is a limited carve-out for the exercise of certain fundamental rights.

Libya

Libya does not have dedicated counterterrorism legislation. The Criminal Code punishes certain acts deemed to be of terrorism, with the mandatory death penalty the maximum sentence. This includes the promotion of violent extremism.

Liechtenstein

Liechstenstein has dedicated counterterrorism provisions in its Criminal Code based on domestic law from 2003. There is no carve-out for the exercise of fundamental human rights. A 2008 law addresses the financing of terrorism.

Lithuania has detailed counterterrorism legislation in its Criminal Code. There is no carve-out for the exercise of fundamental rights. Acts of terror committed in the context of an armed conflict are specifically criminalized.

Malawi

Malawi only adopted dedicated and detailed counterterrorism criminal provisions in 2022, in an amendment to its Criminal Code. A 2017 financial crimes law defined terrorism with a limited carve-out for the exercise of certain fundamental rights.

Malaysia

Malaysia prohibits terrorist offences in its Criminal Code. While certain terrorist crimes attract the death penalty, Malaysia has announced that it is abolishing capital punishment in its domestic law.

Maldives

The Maldives first adopted dedicated counterterrorism legislation in 1990, but this law has since been repealed and replaced and amended several times. The existing definition of a terrorist act is very broad, with the maximum penalty for offences set at twenty-five years in prison.
