Oman

Oman has detailed counterterrorism provisions in its domestic law in both a dedicated royal decree from 2007 and in the Criminal Code. The definition of terrorism is very broad and there is no carve-out for the exercise of fundamental human rights. The maximum sentence is the death penalty.

Pakistan

Pakistan has dedicated federal legislation that provides for broad terrorist offences and established special anti-terrorism courts that do not meet international fair trial standards. The 1997 Anti-Terrorism Act (ATA) provides the main legal framework for counterterrorism efforts in Pakistan.

Palestine

The State of Palestine, a United Nations Observer State, has not concluded new dedicated counterterrorism law but a 1960 Penal Code still applies. There is, however, a 2015 law on terrorism financing. Israel applies its own counterterrorism laws to the Palestinian Occupied Territories and to Palestinian human rights organizations.
